Why Use A Webcam Overlay ?
If you stream with a webcam then these facecam borders will be right up your street.
These overlays create a border that surround your facecam. The main reason for having a facecam border around this webcam is to create an easy frame of reference.
Depending on what the streamer is doing or playing, the webcam feed may not be immediately apparent or stand out.

Are Source Files Included ?
It's always best to check each product to see if it mentions whether source files are included or not. However as a general rule of thumb the source files will be included for the static versions.
Source files are PSD so you will need Photoshop in order to open them.
Source files will allow you to make customization and changes to the underlying design.
Whether you want to add in your own logo branding or even some text, the source files are there to give you as much freedom as possible.
